A 220 kilometer high-speed rail linking between three major airports — Suvarnabhumi and Don Mueang airports in Bangkok province and U-Tapao, an international airport for Chon Buri and Rayong provinces.

Phase 1: The Study Process
- Study, review and analyze the project feasibility as stipulated in the Eastern Economic Corridor Act B.E. 2561 (“EEC Act”).
- Review the right-of-way, estimate construction cost and collect data for land acquisition.
- Prepare conceptual drawings and request for proposal (RFP) documents.
- Undertake market sounding of investors and financial institutions.
- Prepare an invitation announcement, criteria and evaluation process for both technical and financial proposals.
- Evaluate tender proposals and prepare contract agreement and documentation.
