AEC was retained by the Department of Energy Development and Promotion to undertake the feasibility study of Kong-Chi-Mun Water Resources Development Project which covers areas in 13 provinces in the northeastern region of Thailand,  The aim of the project was for water from the Mekong River to be pumped and distributed through systems of man-made canals, natural channels and diversion dams/barrages to an area of about 800,000 ha. mainly in the Chi and Mun Basins.  The project also studied the agro-industries developmental and environmental impacts caused by the pumping and distribution of water.
