Project Management and Construction Supervision Consultant Contract (PMCSC) for MRT Orange Line Project: Thailand Cultural Centre – Min Buri


Detailed Narrative Descriptive of Project :

The project starts at Thailand Cultural Centre Station where it interchanges with the Chaloem Ratchamongkhon Line.  Next it turns to depot of Mass Rapid Transit Authority of Thailand (MRTA) which is located at the current MRTA Office Building. Then it runs along the Rama IX road, turns left into Ramkhamhaeng road, passes Lam Sari intersection, Kanchanapisek road intersection and terminates at the Suwinthawong station near the Ramkhamhaeng - Suwinthawong junction.  The project is divided into 6 contracts as follows:

·         Contract 1: Design and construct tunnel and stations from Thailand Cultural Centre – Ramkhamhaeng 12

·         Contract 2: Design and construct tunnel and stations from Ramkhamhaeng 12 – Hua Mak

·         Contract 3: Design and construct tunnel and stations from Hua Mak – Ban Ma

·         Contract 4: Construct elevated structure and stations from Ban Ma - Suwinthawong

·         Contract 5: Construct depot and park & ride building

Contract 6: Design and construct trackworks from Thailand Cultural Centre – Suwinthawong.   

Detailed Description of Actual Services provided :

-          Acting as MRTA’s Representative (Employer’s Representative).

-          Coordination with all parties involved in the project in the fulfillment of their contractual obligations.

-          Assisting MRTA to expedite and control the construction/installation work to a successful completion with proper interfacing among contracts.

-          Supervising Operators and Contractors’ activities for conformity with their contracts and provide good engineering services through the design review, approval, inspection and construction supervision including the commissioning of the project.

-          Advising MRTA on acceptance upon final testing, system commissioning, trial running and commercial operation of the project.

 

-          Inspecting and reporting on all related works and work progress continuously throughout the implementation program.

-          Certifying all contract payments (Civil work and Railway M&E Work) requested to MRTA and issuing payment certificate.

-          Providing contractual and legal advice with regard to the works.

-          Providing recommendations for remedial measures against problems and obstacles encountered in the project.

-          Working closely with Contractors and other parties to mitigate the effect of the construction to traffic along to MRT alignment and propose additional mitigation measures to MRTA.

-          Establishing information programs.

-          Reviewing, making decision and making recommendations for remedial measures against problems and obstacles encountered in the project.

-          Working closely with MRTA staffs to survey, study and assess the potential site (s) along the MRT alignment or around the station, depot and park & ride buildings which may be developed to intermodal transfer facility or be developed according to Transit Oriented Development (TOD) concept.  Make recommendations and produce conceptual design to enable such development to MRTA.

-          Working closely with MRTA staffs to enable their skills and experience to be developed quickly by working with experienced consultant.

-          Coordinate and supervise Contractors, coordinate MESC and M&E Suppliers/Operators for carrying out required testing and Trial Run of the project.

-          Monitor and review production of Operation and Maintenance Manuals, Lists of Spare Parts, Asset Lists and plans of transfer of custody to Operators.

-          Establishing meetings and preparing necessary materials and recording minutes of meeting for the meetings required the Consultant to attend.

-          Establishing a Document Control and Management System and maintain it for the duration of the Contract and ensuring that there are common IT systems for the Consultant and MRTA to allow the robust sharing and communication of information.

-          Provide Geographic Information System (GIS) to assist MRTA for monitoring the status of MRTA’s project, and consideration/evaluation and analysis of any impact for the further extension and improvement of MRT projects.

-          Provide Project Progress Monitoring System (PPMS) to assist project progress monitoring/project disbursement for MRTA and others.

-          Undertaking periodical visits of the construction site to monitor other Consultant’s and Contractors’ activities to be conformed to the Contract Specification.

-          Exercising reasonable skill, care and diligence in the performance of the obligation.

-          Provide design requirements and interface information on behalf of the Rolling Stock and M&E Works Contractors in the event that this information is required before they have appointed.

-          Provide design requirements and interface information on behalf of the operations and maintenance organizations in the event that this information is required before they have appointed.

Establishing an autonomous System Integration Team to manage the scope of the System Integration activities.
